​The Development Center has been providing free educational & recreational programs to its surrounding communities since 2013, and has been a powerful catalyst for change in some of the most
violent and challenging neighborhoods of Bakersfield.
Our center offers an after school program during the school year and a summer program during
the summer break.

Cesar and Maria Salazar, Founders and Directors of Positive Change & Development Center, have been serving and ministering the community of Southeast Bakersfield since 2010. Their vision is to reproduce the Development Centers all over Bakersfield and beyond; helping more children and families to reach their full potential.

Lorraine is a bilingual retired teacher who works primarily with our beginning readers and/or our ESL students.

Karen is also very gifted in working with students who are struggling to read, but she doesn't shy away from playtime outside.

Jim is a retired exterminator. His hobbies are playing chess and computer games- he says his favorite game is: "ToonTown".
